I think you didn't read the whole question. Everyone's aware in the Fear Landscape, but there's no indication that other people are able to manipulate the simulations. Being aware of and manipulating the simulation are two different things.
But that's it, sense everyone was awake and aware, and was told they would be, it wasn't unusual for her to manipulate it. It would have just seemed like she was focused and ready for it.
There's nothing in the book that suggests manipulating the simulation was a usual occurrence though -- literally nothing. They're not told it's an option, and we see nobody else manipulate or report manipulating the simulations. I accept that that's what the author intended, but it really should've been made clear in the text. And it wasn't.
