Maybe you're forgetting that Katniss never really had any close friends beyond Gale. Once he betrayed her trust and let her down (Just like so many others had) it would be out of character for her let her guard down so easily ever again. Her mother had to do so much to prove herself again and still Katniss only warmed up to her slowly over time and mostly because of Prim and because the war gave her mother a compassionate purpose to soften the perception of her. Gale had none of that throughout the war and they just grew apart.
They hadn't known each other their whole lives. Gale and Katniss met when he was 14 and she was 12.
Peeta knew Katniss from age 5 and he and Katniss were both 11 when he tossed her the bread that saved her and her family. Therefore, Katniss and Peeta had a longer history than Katniss and Gale.
