I understand your dislike of the book because I feel that Veronica did not properly develop the Bureau and the GD/GP stuff. Yes, the changing POV was kinda hard to fathom sometimes, but personally I could tell when it was Tris or Tobias. They just had a different way of thinking. Early in the book, it was hard to differentiate between them but eventually I recognized the different POVs.
