Vigilantes fill the power void with democratic institutions.Then in a few generations there are no vigilantes left,institutions go in the clutch of an individual or a cartel of individuals ,who ostensibly are democratically elected but in reality are autocrats,and we are back to ground zero.Any form of government we take, whether democracy,monarchy,autocracy or communism,the simple truth is that a few powerful superiors rule over all the other inferiors.Its a general human tendency (with few exceptions) that,when in a powerful position,they consider themselves special,try to misuse the power and take advantage of the less fortunate...And this happens everywhere whether it Russia and China,the western democracies like USA or the third world countries.
