Individually, yes, but in a group, leaders will emerge. The group will select leaders who are rational and intelligent because they know they are more likely to be treated fairly and justly by them. Survival depends on order and order depends on justice.

Monty, you are funny, people will almost never select leaders based on those qualities. They will select them based on fear, superstition, and prejudices. John's point is right on the money.
