Tirzah You bring up interesting issues that could be discussed in a classroom setting, especially issues that are relevant to today's society (corrupt government, glamorized violence). And as you say, HG is a good book to be studied when kids are old enough (I would say high school level, maybe junior or senior).

Kristen I'd say that kids younger than that could handle it. Especially considering that alot of kids much younger have read Harry Potter. And that's much darker if you ask me.
I'd probably say jr high level would be good because they could appreciate the message of the book while they're still young enough to let those messages shape the kind of person they grow into.
I think kids need to be shielded from certain things, but not everything. We form opinions when we're young and if we're never exposed to the bad things in the world, we might not develop a very strong conviction against them.
I mean, just look at the people in the Capitol. They were never exposed to the 'bad' side of the hunger games and therefore never felt very strongly about the ethical problems with it. Even after they were old enough to know better. They just saw it as the Capitol wanted them to. As fun and entertainment.
