If you believe the creature, he would have let Victor be. As I do believe the creature, I think yes. I don't put much stock in the movie versions.
One fatal swoop, and you hit nail on the head. Every time I thought about Victor's reluctance to give the creation a mate, I felt ready to throttle him. It wasn't as if the two could procreate! He just refused out of fear a malice. That one decision basically signed the death warrant to all the people near and dear to him
