I guess it depends on what the 13-year-old usually reads.

Evie Dunmore's book's heroines are Suffragettes of 1880, what keeps them together is the fight for women's rights and I'd say that a 2021 young woman would like that.

Nonetheless, this is a romance and I must say that there are some steamy intercourse scenes that might not be appropriate for that age (but it all depends on what the reader is used to).(less)
