The FBI routinely monitors Russians and especially the ambassador and Flynn made it easy to eavesdrop (as did Trump) by not using a secure phone. The Patriot Act makes it perfectly legal to spy on Americans who may be engaged in activities contrary to the best interests of the country. Manafort and Flynn did it routinely to make money. Ironically Flynn is barely mentioned in the book.
