No. This is a series that I have kept up with (and absolutely love with every fiber of my being). It is a trilogy. Reading the last book first will ruin any surprises that the previous book has set up. Not to mention, it will have less emotional impact, character development, and likely will not make much sense to just jump into the final book. It would be like watching Return of the King without seeing The Fellowship of the Ring or the Two Towers. I'm sure you COULD do it but you will miss out on what makes the trilogy so great. I highly recommend you read The Poppy War and the Dragon Republic first before starting on your ARC. I know you said you want to review it as soon as possible, but I feel it's going to be difficult to properly and fairly review the final book without the context of the first or second. (less)
