But that also doesn't mean she doesn't end up making that choice. Ultimately, that false memory she created of Celia after the Intraface was removed? That leads me to believe that she ultimately chooses to go back and rescue Kay. But it's open to interpretation.

Actinium's motives were that he was disgusted by humanity's selfishness. The higher ups who were these supposed beacons of eco responsibility had actually been covering massive-scale toxic pollution up, sending incorrect barometers and toximeters to the lower castes, and denying people access to higher stratums for their ancestors doing the same things the higher ups were doing now. Ultimately, in his opinion, his family wouldn't have died if selfish humans were eradicated. So he took steps to make sure that those he viewed as selfish would never awaken. In fact, better no humans at all than even risk selfishness. Wipe out the disease of humanity, literally.

Kasey found a midpoint between Actinium's and Celia's perspectives and that's how she chose to go forward. She understood, because of her sister, that desire for freedom to live as an actual human, but she knew that freedom wasn't tenable in the NOW. So she wanted to make people obey now so that they could be free later. Which is, ultimately, what got everyone to agree to the project.</spoiler>(less)
