So in the case of your nineteen year old with a sixteen year old, it would be legal as long as they are LESS than three years apart--if the nineteen year old would turn twenty before the sixteen year old would turn seventeen, then sex acts between them would be unlawful (until they turned seventeen, at which time, it would not longer be unlawful!)...
