2. He mentions some parliamentary session thingy that happened in '20 - assuming this means 1820 since Wellington has a ...cameo... in the book

Thus we can conclude the book is set sometime between 1821- 1835 and since he referes to it as 'way back in '20 ' it is probably more towards 1835 than 1820(less)
