Where do I find theses books? My library doesn't carry them.

I know the Overdrive Library carries at least some. The first six stories have been collected in print editions, named Penric's Progress and Penric's Travels, so you could check for those as well. Very nice print editions of the novellas are published individually from Subterranean press, but probably less likely to be found in a library. If you want to support the author though, purchasing the ebooks through say, Amazon, Nook, Kobo etc usually give around 60-70% of the purchase price as royalty to the author, depending on the price of the book.(less)
