Is this on par with Howl's Moving Castle (in terms of humor, magic, etc.), or is it better/worse?

I have read the Islands of Chaldea and the Tough Guide to Fantasyland by Diana Wynne Jones, and enjoyed them both. I found the characters in Islands of Chaldea to be well-developed (TGtF doesn't really have characters). Are the characters in the Chrestomanci books compelling?
