I preordered Vol. 2 in April and Amazon keeps saying it's not available, yet I see it has 43 ratings. Does anybody know what's happened to Vol 2 and why it doesn't seem to be on sale?

Why does the release date of this book keep changing? I've been wanting to read it since I finished the first one over a year ago, but every time I check the date, it's different. Now it's supposedly not available until SEPTEMBER 2019? What the heck??? At one point, I swear the Kindle edition was even available for purchase, but now it's not anymore. What's going on?
