I believe there is a combination of things going on here. First, Jenks is usually sitting on Rachel’s shoulder when he is making the rude comments or talking when he shouldn’t be. Perhaps, he is talking quietly enough that most would not hear him. Second, pixies have a magic that allows them to be understood. We discover this in Black Magic Sanction (Book 8) when she turns herself small and human sized people cannot understand her. Rachel makes high pitched squeaky sounds when she is pixie size because Ceri forgot to incorporated that into the charm. Maybe, Jenks is using his magic to ensure only she can hear him??? Finally, humans and other Inderlanders consider pixies to be not much more than bugs. They are looked down on by most. I believe many discriminate against pixies so they simply ignore him because they do not believe he has anything useful to say. I am currently re-listening to this series before I read American Demon. I come across your questions recently.
