It relates to Leckie's short story 'She Commands Me and I Obey' set in the same universe, released just before Ancillary Sword.

I won't spoil it for you, but let's just say that it fills in some of what happened between the destruction of Justice of Toren and the start of Ancillary Justice, and that Breq is the figure in the icon and the head is the saint.
