The reason behind this being included in probably the author's lack of understanding of the distinction, although I would expect all chemistry teachers to have a reasonable understanding of the principles of electricity. I suspect the author included the chapter because he felt reasonably secure in his knowledge of the subject and hoped his readers would too. Most basic chemistry is rarely used by the layperson (reader), but everyone uses a electricity on a daily basis.(less)

There is a relationship that develops, but it is fairly important to the plot & we are not subjected to a blow by blow (so to speak) description of every emotion and activity they go through. I'd say that the 'romance' is maybe 5% tops of the book.
