This book is more of a sci-fi action/drama while The Forever War is a military sci-fi so read whichever one you think you would enjoy more.(less)

This is not a sequel so I don't think it is correct to call it #2 or #3. As to why: I think it is just a mistake on Goodreads. PS I know this is an old question but I think future readers will benefit from the answer.(less)
