It does not matter who owns the vessel, where it is doing busines, what cargo it carries. The only thing that matters is where the vessel is registered. Vessel owners often choose where to register a vessel (and thus what flag it will carry) based on how a nation taxes a vessel, or how strict/complicated a nation's safety regulations are.(less)
