In "The Arm of the Starfish," what exactly is the supposedly sinister use that Dr. O'Keefe's research on limb regeneration could be put to if it fell into the wrong hands? This existential threat is frequently hinted at, but never explained.

Like obviously if you can regrow limbs for soldiers who've lost them, that would be good, but if the technology is co-opted by private enterprise, and/or used to just generate an endless supply of basically renewable soldiers who don't have to be discharged even for losing a limb in the line of duty, that's bad.(less)
