It is completely possible. And references to Cabal's previous adventures are slight. From the standpoint of the plot of the The Fear Institute, the adventures in The Detective are superfluous.

I do recommend reading both of the previous books and the short stories. Not merely for completion, nor because they are ripping good yarns well told, but because they inform Cabal's character and his arc becomes more obvious. (less)
