If people are not cooperating any plan of Modi how he alone brought changes in India?.We Indians by nature not initiative creative.we are lazy want every thing free without work Even Gandhi also failed to inspired people.People heard only thing for fulfill their selfish desires.Fault is in psyche of Indians and that changes only circumstances changes. Modi is just a showman. He cannot do anything but shout slogans and show off for the camera.
It is fault of Indians they easily run behind who show them dreams.there is good proverb if you want support of people show they hug dream ,illusions if you tell them truth they stone you.
