Raging Neighbor Bothers Me!

Dear Baba Rumcake,

A new neighbor moved into the apartment above me a couple months ago. A few times now I and other neighbors have been woken up to the sound of him screaming "f**k you!" repeatedly and banging on his walls and floor repeatedly for hours in the middle of the night. There is nobody else in the apartment with him as he freaks.

What can be done about this situation? I am sure the neighbor will go into a rage again and I have a 9-5 job I need to be awake for during the day. Any...
