I know, that was such a mystery to me for so long, too!! It’s an xkit extension! Do you have xkit? It makes tumblr so much more functional! You would think that letting people comment would be a basic thing, mais non! I don’t remember what it’s called, but hunt through the extensions and have a look! :)
