Didn't realize you had urban foxes in London. How cool! He must be mooching food handouts from the neighbors.

Probably. He's digging around in the neighbour's compost heap. Plenty of food in suburban London. (And I'm not remarking on the fact that a couple toddlers/babies were recently attacked by urban foxes).
Yikes!! They're pretty shy animals around here. I don't see them often and I've never heard of one attacking a human. Your city foxes are obviously a tough street gang variety!
Our Mr Fox is certainly well-fed, glossy and not very shy. He doesn't come as close as the house itself, but stays only about 7 yards away. Then again, you do pass them sometimes in the evening, when they stand in the front gardens looking for food and you're passing just a yard or two away on the pavement.
