Petition: Congress Must Vote on War in Syria & Iraq

Congress faces a fateful choice to either cede its war-approval powers to the White House or take an authorizing vote on Iraq and Syria after this November's election.


Support a full and robust debate on whether to authorize the wider war in Iraq and Syria. A congressional vote is the only way citizens can hold their elected representatives accountable.


Oppose a new war. President Obama already says there is no military solution.


Ensure that if war is authorized, the following conditions are voted on:


1. A narrow definition of "the enemy" - the Islamic State - with no loopholes to wider war;


2. Pledge there will be no American ground troops - again, with no loopholes;


3. A sunset provision ending in one year, requiring another Congressional authorization before 2016;


4. An independent reporting mechanism on all casualties, civilian casualties, direct and indirect taxpayer costs, and measurements of progress;


5. A primary emphasis on diplomacy aimed at power-sharing among affected communities and a prohibition against funding sectarian war.
