Glad to see stricter guidelines being administered. We had a few "foster" parents through the SWI I worked at that shouldn't have been allowed. Edited to add that though there were a few questionable foster parents, the vast majority were amazing individuals. I always recommend foster care over institutional care---as long as those in the program are vetted.
