I signed up for PayPal a lot time ago. The verification was for everyone then. They would charge a fee to your credit card, and you had to wait till your credit card statement came, and there would be an authorization number on the credit card statement that we had to then upload to PayPal so that they would believe we were the owners of the credit card. A lot of thinking ahead was required if you wanted to use PayPal.

Less so now, and you can pay via credit card on Paypal, not a feature they advertise. You have to go through their set of screens to reach it. But you don't have to have an account to use it, which is why we picked it.
