To anonymous - This man is obviously selfish when it comes to you. It seems as if he doesn’t want you to be with anyone else, so he is keeping you on the back burner so you cannot move on or move yourself away from it. He may be your friend but he is a pretty terrible one from the things you have told me. If he cares about you as much as he tells you he shouldn’t be putting you through this much pain and confusion. I would try to move on if I were you. You can stay on good terms with him but you don’t and shouldn’t have to wait for him to get his stuff together and make up his mind. I mean, if he’s dating someone already and is hitting on other women while leading you on, what makes you think he won’t do that to you if you do enter a romantic relationship with him? If you still want him to be in your life, I would be careful. I wouldn’t get too close because he is going to make you feel as if he did before.
