Now, we understand that all libraries are free--that's part of why we love them so much--but these libraries were located in yards, parks, courtyards, public places and were exchanges. When a family finished with one book, they could take that book to a free, sharing library and exchange it for one another family had left. It was/is an incredibly cool concept.
