Connie Wet Deseret, by Gary Hansen. It's about the Flaming Gorge Dam breaking and so forth. It was one book I remember well because of the different dam's that were being affected and how the writer described it. It was very fast paced and he did a great job with each location that was affected from Lake Powell to Hoover Dam and more. This was a book of fiction also.
