Silicon Valley as a non-state actor?

Is it? I suspect so.

And so, I would like to know what is
the foreign policy of Silicon Valley. I think it likely is a combination of
libertarianism, greed, and "not-my-problem"-ism. Worth thinking
about. Does anyone know of a post-Snowden study of the subject?
