When I was an editor, we would have semi-regular gatherings called "Brainstorming Meetings." In these meetings--attended by editors and publicity folks--we would toss around ideas that we think would make good books. They would always include memoirs by the celebrity-of-the-moment (who was usually no longer famous by the time the meeting ended), but occasionally ideas for some really intriguing books would materialize, and an enterprising editor would contact the right folks
