Libraries Killed the Author?

The author Philip Pullman is concerned that authors receive no royalties in respect of ebooks borrowed from public libraries. Authors receive six pence for every copy of their print books borrowed from libraries but nothing for ebooks. Pullman is concerned that as the market for ebooks expands being an author may become uneconomical.
