Why Can't We Rebuild Our Own Cities???

Ever been to the inner city of Detroit, Chicago, or L.A.? After World War II, The Marshall Plan helped rebuild the cities and economies of a decimated Europe. We also helped rebuild Japan into what it is today. Yet, our own inner cities, and their the related infrastructures and hopelessness, are a paradox to what is arguably the greatest country in the world.
