AC I'm afraid that the record will show that Gellately is right, as is Fritsche. The same phenomenon occured in Italy during the Years of Consensus, in de Felice's famous phrase. There was far more internal terror under Stalin - relatively little under Hitler. That fact, of course, is HARDLY reassuring... for those who want to retain their faith in human nature.
