Values Engineering: Liberating the Risk-Design Process Using an Interdisciplinary Philosophy of Systems
 
The Values Engineering Method and Theory (VEMaT) structured analytical technique is an enterprise level Critical Decision, Communication and Collaboration Method for managing strategically vital projects. It uses working, central and critical values, derived from interdisciplinary analysis and evaluation, to inform and drive individual and teaming motivations, expectations, intentions and deliberative actions over the lifecycle of the project. It is upwardly compatible with all contemporary policy, product/service project design and engineering methods and systems. The VEMaT design architecture is based on first principles across a number of fundamental disciplinary fields that together provide conceptual tools to evaluate core disciplines across the natural, social and cultural sciences. Interdisciplinary interrogation of project Requirement Specifications is used to design and engineer critical values for each specification that are then used to design a communication strategy and action plans. Evolution of a critical values network is then systematically adapted to changing project imperatives. The mosaic of critical values and their logic validation trees are recorded and used to inform future values change management or other projects running in parallel. 
 
At its core VEMaT is a critical values design innovation tool/technique. VEMaT can also be framed as a teaming technique to design the culture of a project (a community of practice) and evolve that culture as changing social, economic, financial, commercial and political conditions fluctuate. VEMaT is designed to scale across the scope of decision analysis complexity from individual use to extended teaming, departmental and organizational forms. Ultimately, VEMaT is used to engineer values over time that produce sustainable results based on an evolving ethical design framework that integrates dynamic practical realities, scientific principles and moral imperatives. Moral imperatives emerge out of the values engineering process.
 Brian C. Jones Bio Now based in Ann Arbor, Michigan, Brian started his tacit interest in imaging science, engineering and complex systems mountaineering in the Cascade Ranges of Washington and British Columbia, Canada. Moving to Colorado, Wyoming and Oregon to climb and study wildlife biology and physical geography he eventually found the formal imaging sciences at the Rochester Institute of Technology, NY (BS Applied Imaging Sciences with a concentration in Sensitometry & Image Analysis, 1996) and inertial confinement fusion research at the University of Rochester's Laboratory for Laser Energetics and Opto-Electronics. Moving to Melbourne, Australia, to initially work in machine vision systems design for robotics applications in industry he then moved on to lead the design and management of a new facility for advanced live cell 5D confocal laser scanning fluorescence microscopy and spectroscopy in cardiovascular medical research; then on to the commercial realm of research microscopy leading and managing a redesign of the Precision Instruments Division of Olympus Australia and New Zealand. International commercial consulting in high thru-put 5D laser scanning microscopy for drug targeting and then clinical and surgical cone-beam computed tomography global sales and marketing management rounds out his work prior to starting formal research in the complexity sciences. Simultaneously cofounding a four partner firm in software engineering for medical devices and completing a mid-career master's in management, complex systems and philosophy of science led to the early design architecture of the Values Engineering approach to integrating natural science, social science and humanities "Facts and Values" for policy and product design across all organizational forms, scales and cultures.
