"What You are Looking for is in the Library" by Michiko Aoyama (translated by Alison Watts)

This may be the most unique book I read this year.  And I never would have heard of it if not for Joel G's review on I Would Rather be Reading.  Thank you again, Joel, for bringing it to my attention!
