~(으)리라고 or ~(으)리라 is a longer, more archaic version of the modern ending ~을/ㄹ which is used to mean “future tense” – just like ~겠다 is used today – and it’s used to make assumptions or guesses about the future. It’s also a quoting form (indicated by the ~고 at the end), and is used with quoting verbs.
