Input sought from Seaside residents on annual report, survey

SEASIDE >> Residents of this Monterey Peninsula city of about 31,000 will have an opportunity to provide input on initiatives the city of Seaside plans to take, as well as participating in a survey identifying challenges and suggesting solutions, to help map a path forward for the city.

“Community input is fundamental to all Seaside operations, and is particularly important to inform and review (Community Development Block Grant) opportunities and services,” said Seaside Interim City Manager Craig Malin.

The city of Seaside is asking its residents to participate in two items related to the Community Development Block Grant program.

The draft 2023-2024 fiscal year Consolidated Annual Performance and Evaluation Report, or CAPER, for the Community Development Block Grant program will be available for public review and comment now through Sept. 9. Seaside City Council will hold a public hearing on Sept. 5, at 5 p.m., to receive the FY 2023-2024 CAPER and to authorize its staff to submit the draft report to the U.S. Department of Housing and Urban Development by Sept. 30.

The Consolidated Annual Performance and Evaluation Report is an annual document outlining the progress the city has made in carrying out its strategic plan and its Annual Action Plan, according to the city.

As a recipient of federal entitlement grant funding from the U.S. Department of Housing and Urban Development, or HUD, for the Community Development Block Grants, Seaside is required to prepare a Consolidated Annual Performance and Evaluation Report annually.

The fiscal year 2023-2024 report covers the progress and performance evaluation in meeting certain priority activities identified within its five-year Consolidated Plan and the Annual Action Plan, including access to community and social services, improving accessibility to persons with disabilities, providing quality facilities and infrastructure, promoting beautification, assisting microbusinesses and preventing, preparing for and responding to the coronavirus pandemic.

This document represents the city of Seaside’s program year 2023 Consolidated Annual Performance and Evaluation Report related to the city’s Community Development Block Grant program. The CAPER provides HUD, the public, and the city an opportunity to review Seaside’s housing and community development accomplishments for program year 2023, with focus on those activities funded by the CDBG program.

The Consolidated Plan is prepared every five years and its planning process serves as the framework for a community-wide dialogue to identify housing, economic and community development needs and priorities, according to the city. Over the next few months, Seaside residents will be encouraged to share their insights through virtual and in-person community forums, and a community-wide survey.

The city of Seaside 2025-2029 Consolidated Plan Survey gives residents the opportunity to provide insight and feedback regarding housing, neighborhood, public service, and economic development needs in the community.

This survey is a major component of the development of the city’s 2025-2029 Consolidated Plan, which will help identify neighborhood and community challenges facing residents related to housing, public services and economic development. While the study team will analyze data from a variety of sources about the city, participating in the survey is a great way for Seaside residents to identify the challenges most impacting their households now and suggest solutions about how the city should address those issues.

Seaside receives Community Development Block Grant funding from the U.S. Department of Housing and Urban Development. These funds can be used for a wide range of activities and programs including but not limited to improvement of public facilities, provision of public service programs, code enforcement, homeownership assistance, housing rehabilitation and construction of housing. These funds must be used to benefit low- and moderate-income households in Seaside. An individual in Seaside is considered low- to moderate-income if they earn less than $74,150 per year and a family of four is considered low- to moderate-income if their household earns less than $105,950 per year.
