European union aims to block more than two-thirds of Russian oil imports

After months of wrangling, the European Union has reached a deal. It's aiming to block more than two-thirds of Russian oil – a move that the union's council chief says will cut off a huge source of financing for Russia in its conflict with Ukraine. Charlie D'Agata is in London with the latest.
