Why is the UCI considering a salary cap?

In an interview with Wielerflits, UCI President David Lappartient said he is working on a wage cap project in collaboration with the AIGCP (International Association of Professional Cycling Groups). If this measure were taken by the body, it could shake the status quo as well as the hegemony of certain teams, including the UAE and Ineos.
