My Inquirer column today summarizes the apalling data on the state of Philippine education based on assessments the Education Secretary claims are "lumang-luma." Instead of taking a recent World Bank report constructively as a means for reform and improvement of the system, she took it personally and even demanded an apology. I am so very disappointed.
