Fiona Knight That is the Pendel, from Huka in The Netherlands, and it's an electric scooter you can find more info on here: https://www.huka.nl/en/product/pendel/

Edited to add a couple of specific answers: maximum speed is 25kmph - 15ishmph from memory? And range is 60km.
Not sure on the legality of driving them on the road, unfortunately - it looks like every state siffers on what is and isnt a vehicle.
