IS LETTER TO U.S. DISTRICT COURT JUDGE LAND A FORGERY?

I first believed the letter reported on and posted by WRBL-TV in Columbus, Georgia to be from Capt. Connie M. Rhodes to have had the Capt.'s signature "cut & pasted" from another document. I have since discovered that the Letter is an out right forgery and the signature is an out-right forgery as demonstrated in the article link below.
