Pompeo Promises New Liberal World Order - New Wine In Old Bottles?

In a major speech yesterday, Secretary of State Mike Pompeo promised that the Trump Administration was creating a "new liberal international order," with the US re-asserting its "leadership." This sounds a lot like the old "new world order" promised by recently departed President George HW Bush. Is going back to the future really a good US grand strategy?
