If someone needs a plot for an adult thriller

I'm sure I'm not the only one to think of this, but here goes. A man loses his family to a terrorist bombing. The terrorist is captured and given life in prison in a foreign country. Let's call it Scotfreeland. The terrorist gets terminal cancer and is released by the politicians of Scotfreeland. A year later, the man who lost his family finds out he has terminal cancer. He heads to Scotfreeland and gets a gun. (If it doesn't become a novel, I'm sure it will be an episode of Law and Order
