Why does the current draft of NFPA 2400 suggest that a department do a cost benefit analysis?

  NFPA 2400, Standard for Small Unmanned Aircraft Systems (sUAS) Used for Public Safety Operations, is now open for public input. This standard is being developed by representatives from all types of public safety departments with unmanned aircraft
